Enabling one-tag criteria with combo-tag criteria

Currently, if you choose to use a combination criterion (Any+Any-But), you have to commit to using tag criteria only in combination and are no longer able to select a single word or intent as an independent tag criterion. This leads to compromises, redundant tags, and reduced accuracy.
To improve this, it's suggested to create a system where you can combine a specific word or intent with the "ANY" option. Simultaneously, users should be able to add a tag criterion (word/intent) that will be considered separately, without being combined with other tag criteria in the "AND ANY BUT" setup. An example in the comments section helps illustrate this concept.

Example:
I am adding the intent 'refund+treatment+ineffective' in ANY
and add the phrase Hair Treatment in AND. Now the results that I will get is what matches this combination. Now I also want to include the word 'scam' in this tag but I don't want that to be dependent on another combo piece but want to be able to capture 'any time someone uses the word scam'. I can add scam now both in ANY and AND but if I have more tag criterions sitting there, they will influence 'scam' (think of having negating terms in BUT)
